Steven is from Colombia and holds a MPhil in Philosophy from Pontificia Universidad Javeriana and a PhD in Political Studies from Universidad Externado, both in Bogotá, Colombia. He served as a Project Director for the Ministry of National Education, as Senior Researcher and member of the Scientific Committee at AvanCiencia (Colombian Association for the Advancement of Science), and as a Senior Researcher at the Occupational Risk Observatory of Positiva. As Academic Coordinator at Universidad Santo Tomás in Colombia, he led the expansion and quality assurance of elective courses across multiple campuses. He also held the position of Visiting Research Scholar at the University of Barcelona and Visiting Scholar at the Peace Research Institute Frankfurt (PRIF). His experience includes university teaching at undergraduate and graduate levels, work with international organizations, and managing cooperation projects focused on ethics, governance, and sustainable development.
Steven’s career combines leadership roles in the public sector, academia, and international organizations, focusing on developing tools for the evaluation and design of public policies. He has published books, book chapters, and articles on political philosophy, scientific integrity, governance, and public policy.
